Stop Unnecessary Taxation
It’s time for Harker Heights to stop collecting taxes that go into reserves. Our city has a 3-month reserve policy and that’s a buffer for emergencies and cash flow.
But the city has over 7-months of reserves.
The requirement this year is about $8M but the city has put aside $11M more than that.
In every circle I know, that’s called “excess, unnecessary taxation.” Here are the changes I’ll make:
Change the 3-month reserve policy to 4-months
Every dollar above that will be dedicated to either property tax relief or be set aside for Citizen-approved long-term projects. It won’t be changed without citizen approval
Focus on our roads
Harker Heights is seriously behind on its road maintenance. We see it everyday.
A December, 2025 Pavement Condition Survey funded by the city reveals the challenge: 41% of our city’s roads are either POOR, VERY POOR, or SERIOUS.
This is where we must focus our surplus money and this multi-year effort must start right away.

EnGage our citizens - stop ignoring them
Citizens are a resource. Citizens are the customers of government. Citizens are the funders of government.
Citizens must not be ignored. For years I’ve been an advocate for transparency and accountability. We shouldn’t have to ask our government to:
listen to and assess our comments on Facebook
publish public notices for tax rate and annexation hearings.
put Citizens on city charter review efforts instead of the City Council forcing through what they want
I will flip this 180-degrees. Government will serve the People. Government will ensure everything it does is fully informed to the People. Not just to the minimum notice required by Texas Code but to the very best level we can.
People will be served by Harker Heights government. Not the other way around.
