Position inflation - upgrading positions with new titles and salary - combined with COLAs of 3-5% that are above the rate of inflation means the biggest expense of government grows too much. This costs not just each year but future liability costs into the future.
Not one elected official questioned this growth in the last budget process.

We have great employees in the city, but that doesn’t mean we create new positions to reward them. My opponents will try to say something like, “You’re not supporting the employees!” but the hard management decision is why did we expand the personnel cost of city government by 13% in one year and how is this sustainable for the city’s taxpayers going forward.
